I don't believe the Vegas area is NCR territory, the NCR just has a military presence there, and I'd think they'd want to have Vegas annexed to be part of the NCR. since they kept saying NCR troops were being sent in to Baja as if to expand their territory. Judging by info from FNV, I'd say their southern border is in Northern Baja. I also read that the NCR doesn't control the San Francisco area. I was surprised to see their capital appears to be in present-day Nevada.
It's a rough map - it doesn't really give you boundaries or anything. Somebody posted this map in another thread: I'm somewhat of a cartography nerd and can stare at even a simple fantasy map for quite a length of time just fantasizing about what it could be like, and not having maps in games that need them is something of a sore spot for me. Some would call that fueling the mystery behind places, but the NCR is not mysterious, and the lack of a map is nothing more than laziness on the part of Obsidian, assuming they ever thought about including a map at all. I am consistently disappointed in developers when I play an RPG that has very rich lore but does not include a simple map of a place that is mentioned a lot but never visited. He's obviously a busy man but I'm rather surprised he never checks his inbox. Sawyer about this a few weeks back but he never so much as took the time to read it (The PM shows the time when it was read). If a map of the NCR did exist, it would likely show at least some territory in Baja. How much of it they control is very much in question, and whether or not they actually control it is as well, but they do have troops there and have for some time. I'm pretty sure the NCR controls the Baja Peninsula in what was once Mexico.
